A. Makhonin / Vedomosti The Universal Postal Union was set up in Bern, Switzerland 139 years ago today, on Oct. 9, 1874. The UPU introduced a single rate for international correspondence and declared that every country should treat foreign and domestic mail with equal care. Russia joined the union a year later.
