NALCHIK, July 5 (Itar-Tass) —— President Dmitry Medvedev did not rule out partial amnesty for economic crimes at the Tuesday meeting of his Human Rights Council in Nalchik.

“The super stern punishment of people engaged in economic matters has an effect on the investment climate. I cannot agree that we are doing nothing. I am trying to do that work myself. As you know our Criminal Code has always been super-repressive, during the Soviet period and after it. I am trying to do what I can, and I can tell you I am doing more than Gorbachev, Yeltsin and Putin did together,” he said. “This does not mean we have no work left and this does not mean that an amnesty is impossible either.”

“Amnesty is an area of the State Duma, although it is a manifestation of the state policy. We just need to think to which crimes it may apply,” Medvedev said.
