As arms spending in the West goes downhill, emerging powers like China, India and Brazil continue to step up their defence procurement. A report from the International Institute for Strategic Studies in London Tuesday also says that Brazilian, Chinese, Russian, Singaporean, South African and South Korean arms makers are aggressively wresting markets from Western counterparts.
