Executive order on sanctions against Libya

Dmitry Medvedev signed Executive Order On Measures to Implement UN Security Council Resolution 1970 of February 26, 2011.

In particular, the Executive Order bans until further notice the export from Russia to Libya, as well as the sale, supply or transfer to Libya outside Russia of arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment and related materials, as well as spare parts for the aforementioned. 

The Executive Order also prohibits the provision of training services to Libya and rendering technical, financial or other assistance (including the provision of armed mercenary personnel) that are related to military activities or the provision, manufacture, maintenance or use of products. 

According to the Executive Order, inspections are to be conducted in Russia, including in seaports and airports, of all cargoes being transported to Libya and coming in from Libya, if information is made available that gives grounds to suspect that the cargo contains banned products.
