IAEA warned Japan that its nuclear power plants might succumb to quake

The International Atomic Energy Agency warned Japan back in December 2008 that Japanese nuclear power plants might succumb to a powerful earthquake.

This follows from diplomatic cables that WikiLeaks published in the British periodical The Daily Telegraph.

A US Embassy quotes an IAEA expert, in a cable from Japan, as voicing concern that Japan’s nuclear power plant quake safety system had been reviewed only three times in the previous 35 years.
