Japan has expressed “;profound regret”; over a trip to the Kurils’ Kunashir, Shikotan and Iturup Islands by Russia’s Regional Development Minister Viktor Basargin. The recent trip to the South Kurils is the third by Russian government officials since President Medvedev travelled there on November 1st. His visit was the first ever by a Russian leader.
