According to official data as reported to the UN, 600,000 Ukrainian refugees are seeking legal status in Russia; 80,000 in Belarus; and 40,000 in Poland. 1,150,000 are internally displaced on the territory controlled by the central government. Of these, 700,000 are in the East Ukraine regions of Donetsk, Lugansk, and Kharkov.

In other words, most who have fled have opted to stay close to their homes in East Ukraine or else have crossed the border into Russia.

Before the war, the Donetsk and Lugansk regions were home to 6.5 million people. Of these, 4.5 million were in parts of the Donbass now controlled by East Ukraine rebels. It has been estimated some 1.5 million fled these areas since the start of the war and the government assault against the region. That’s fully one third of the population who are in the rebel-held territories. (See The New York Times report November 13.)
