Moscow to Spend $850,000 to Monitor Media for Mayor

The government of the Russian capital opened on Tuesday an online tender priced at 28 million rubles ($850,000) to monitor blogs and media for mentions of the Moscow mayor and City Hall.

The winner will have to produce before the year’s end 28 weekly surveys of the blogosphere and social networks, including Facebook and Twitter, studying posts concerning Mayor Sergei Sobyanin and his subordinates in all languages.

It will also have to monitor no less than 40 English-language media outlets, producing daily and weekly summaries of their coverage of Sobyanin and City Hall, the tender’s description said.

The monitor will also have to hold weekly sociological surveys of at least 500 respondents each and produce monthly reports on public opinion toward mayor and City Hall, according to the tender, announced on Zakupki.gov.ru.

The 28 million rubles is the top price; the winner of the tender will be the company to offer the lowest price for the job. The tender is open until July 10.
