OSLO, July 26 (Itar-Tass) —— The Norway police have named the first four victims of the double terror act of last Friday. The list will grow when more victims are identified.

There was an explosion in the governmental district in Oslo, and several hours later a man wearing police uniform went on a shooting spree at a summer camp on the Utoya Island. According to the latest reports, 76 people are dead and about 100 are wounded.
Terrorism charges were brought against Norwegian citizen Anders Breivik.
Norway could use Russian counter terrorism expertise, Chairman of the State Duma International Affairs Committee Konstantin Kosachyov said on Tuesday.
“No one is insured against extremism and terrorism. Russia has vast experience in that field,” he said.
“Russian security services are very efficient. Terrorists, extremists and their accomplices must know that they will encounter a consolidated position of the entire international community,” he said.
Preventive measures must be comprehensive, Kosachyov said. In his words, operative work must be upgraded, and socioeconomic conditions must be improved in order to avoid public protests. It is also necessary to create an atmosphere of public intolerance to any forms of extremism, he said.
“This Norwegian criminal was known to law enforcers and neighbors, and posted his views online. Yet no one noticed that the blister was growing until it ruptured in such a terrible way,” he said.
“Every country must pay more attention to inter-ethnic and inter-religious dialog in order to crush chauvinism and nationalist phobias as soon as they appear,” he said.
