Russian president Vladimir Putin has signed a federal law obliging all domestic mobile operators to provide services for free in the event that they do not process a mobile number portability (MNP) request in a timely fashion. According to an unconfirmed report by Telecompaper, the law will enter into force from 1 March 2014.
