Russia will proceed on the ratification of the New Start treaty depending on its passage in the US Congress, President Medvedev said on Saturday. The treaty, signed by Presidents Medvedev and Barack Obama on April 8 in Prague, commits the two countries to slash their nuclear charges by third and to more than halve their strategic missile ceilings.
