In a statement read out by the Russian diplomatic spokesman Grigori Logvinov in Moscow Friday, this country urges the two Koreas to exercise restraint, avoid conflict and create conditions for the resumption of the six-party Korea talks, broken off in June 2009 after the UN Security Council censured Pyongyang for carrying out nuclear weapons tests.
