UN Secretary General Ban Ki-moon hails the Russian-US strategic arms reduction treaty that will take effect after the two countries’ foreign ministers, Sergei Lavrov and Hillary Clinton exchange ratification papers. Speaking in Munich on Saturday Mr. Ban praised the treaty as a major historic and political landmark on the way to a nuclear-free world.
