Russia’s
President Dmitry Medvedev has signed a decree on new procedures for implementing
his orders. He stated this during a video-link with regional governors on
Monday, saying that the decree is tough and envisages strict punishment for
disobedience. Medvedev also ordered governors to report on the fulfillment of
his decrees in the regions as their implementation “lacks quality”, the
president said.
