Dmitry Medvedev approved a list of instructions issued following a February 28 meeting of the Commission for Modernisation and Technological Development of Russia’s Economy.
The Government of Russia is instructed to issue regulatory acts and, if required, submit to the State Duma draft laws regulating issue and use of multipurpose electronic cards.
Technical requirements to multipurpose electronic cards should be approved and allow to temporarily use for the manufacture of such cards foreign-made microchips, until domestic production of chips is launched and such chips are fully certified to meet the requirements of Russian legislation and international standards. Besides, an algorithm for subsequent issue of cards employing exclusively Russian-made chips shall be designed, and requirements to financial institutions rendering services to multipurpose electronic cards users shall be approved.
The instructions also concern introducing information system for the federal executive agencies, designing a common electronic communication system for government bodies, developing special free software and launching domestic production of respective hardware.
In line with the instructions, regulatory acts shall be issued to allow using multipurpose electronic cards as a driver’s license, insurance card and ID for the purposes of obtaining state services of the Federal Migration Service, along with regulatory acts intended to encourage individuals to receive state and municipal services electronically, and to protect their rights.
Certain instructions concern corresponding measures in the constituent entities of the Russian Federation.
