Putin Urges Easing of Flight Rules for Light Aircraft

Russian President Vladimir Putin called on Wednesday for liberalization of flight regulations for light aircraft over large cities.

But he warned that allowing helicopters and light airplanes to fly over large cities was “technologically challenging.”

“We need to move in this direction, liberalize this sphere,” Putin told a session of the upper house of parliament.

However, this will not be a panacea for traffic jams, he added.

“We need to build new roads, intersections, viaducts, bridges, and tunnels and develop municipal transport,” he said. “Permitting flights over Moscow will not solve this problem.”
