Russia to toughen requirements for adoptive parents

A bill that would require prospective adoptive and foster parents to undergo special psychological training has passed Russia’s State Duma in a first reading.

First Deputy Speaker Oleg Morozov said the bill is needed because adoptive parents are often not psychologically ready to create good conditions for a child.

The bill amends several provisions of the Family Code and the Civil Procedure Code.

People who have already adopted children will not have to undergo the training.
