Russia welcomes a decision by the two Koreas to resume dialogue between their militaries. The Ambassador of South Korea heard this from Deputy Foreign Minister Alexei Borodavkin at a meeting in Moscow Friday. The resumption was agreed on Thursday in an exchange of messages between the North and the South Korean Defence Ministers. The initiative was from the North.
