Russian ministries set domestic telecommunication equip parameters

MOSCOW, Aug 22 (PRIME) — Russias Economic Development Ministry and Industry and Trade Ministry have set the parameters determining what constitutes domestic telecommunications equipment, according to a bill prepared by the ministries and seen by PRIME Monday.

In particular, the ministries suggested using the level of production localization on the territory of Russia as the main parameter. The localization level depends on the scope of the research activities and technological operations carried out in Russia. For different types of equipment, the localization level varies from 60% to 70%.

Moreover, a company producing telecommunication equipment needs to be a Russian resident with no less than 50% owned by the Russian party. Also, the producer needs to have rights for technologies and software, possess its own production base, produce printing boards, and carry out final assembly of the telecommunication equipment in Russia.

In mid-April, the Communications and Mass Media Ministry said that it was considering introducing the status of domestic producer of computer software. The introduction of the status is aimed at supporting Russian software developers.

The Communications and Mass Media Ministry suggested then making amendments to several laws, under which government bodies and companies affiliated with the government might be obliged to take into account the country of origin of software while holding tenders for software supplies.
