Russia’s construction bureaucracy ‘an outrage’

Russian Prime Minister Putin on Friday described excessive bureaucracy and red tape in the construction industry as outrageous.

In the OECD countries a developer needs to complete 15 procedures to see a project through from start to finish, compared to 50 in Russia, which takes about 700 days, or four times as long as abroad, Putin said.

“It is critical to ensure the best possible conditions for [developers’] work, eliminate unnecessary administrative barriers, and significantly reduce the time it takes to approve project documentation and issue permits,” he said.

The prime minister stressed, however, that while removing bureaucratic barriers, it is essential to ensure that any housing complies with all safety requirements.
