Transport police officers Alexander Adamov, Igor Voronov and Sergei Chechel detained the two men and stole about 23.2 million rubles ($848,000) from them, forging documents to cover up the crime.
The three officers stole another 8 million rubles ($292,500) from a passenger and a flight attendant of Dagestan Airlines two days later.
They were charged with large-scale theft, abuse of office and document forgery.
Another police officer, Marat Yunusov, plea bargained and was sentenced to three years, nine months in prison in February 2010.
