Russia wants Hansen to pay about $2,500 per month to Artyom, who now lives in a group home in Moscow.
It is very unlikely that this will happen.
It is a warning though for US parents and other foreign parents NOT to adopt Russian children and send them back.
The basic living wage in Russia is $100 a month so $2,500 seems a little extreme.
For instance in Canada $3,800 provides me with a home for 12 months.
Another $3,800 pays for all of my food, necessities of life, and gas for an ENTIRE year.
If the Russian government was wise enough to pass legislation and change their financial system to “Work Credits” then all of the children in Russian orphanages 250,000 would be earning $50,000 a year (for example) to learn and go to school.
This $50,000 could be used to easily pay for the expenses of lodging, food, and the necessities of life at the Russian orphanages.
The priority for the Russian government is to take care of their own orphan problem and not pass it on to others.
This is not to excuse what the American women did.
But Russia has a much larger problem and the Russian Government refuses to deal with it.
A “Work Credit” based financial system completely solves the economic cost of raising children in Russia by assigning them an economic life time value of $50,000 a year to learn and study and then work at a job that contributes to their society.
It is very unlikely that the orphanage will see any money from the woman to support the boy and it will discourage ALL other American and foreign parents from taking the chance to adopt a Russian child.
