UN High Commissioner for Human Rights arrives in Moscow later in the day to discuss human rights and the advancement of a civil society in Russia. Navi Pillay will be in Moscow and St. Petersburg. On Tuesday she will be meeting with President Dmitry Medvedev, Foreign Minister Sergei Lavrov and the heads of the Supreme and Constitutional Courts.
