Sultan Qaboos of Oman has announced decisions to double all benefits and pensions and devolve lawmaking to a National Council, or Parliament.
The measures are widely seen as an attempt to defuse popular resentment against his rule.
Back on Thursday, the Gulf Cooperation Council agreed to spend 20 billion dollars on bolstering the incumbent regimes in Bahrain and Oman.
