The rule to install GLONASS receivers currently applies to transport vehicles carrying special hazardous loads only.

The rule to equip commercial transport with GLONASS receivers is aimed at preventing terrorist acts, according to the ruling.

GLONASS is an alternative to the U.S. Global Positioning System (GPS) and the E.U.s future Galileo positioning system.
